Low-Income Taxpayer Clinic

Chinese Newcomers Service Center (CNSC) is a non-profit organization. The LITC program is mainly operated by volunteer attorneys and tax practitioners, and the program is completely independent of the tax bureaus or other government tax agencies. Regardless of race or region, we provide free legal or tax services to all low-income people. Our office is in the Chinatown/Financial District of San Francisco.

What is CNSC – LITC?

If you have a tax dispute with the IRS or Franchise Tax Board, CNSC – LITC offers free tax services for lowincome individuals. The center can also provide some tax legal assistance to qualified taxpayers.

CNSC – LITC provides education on taxpayers rights and responsibilities for ESL clients.

How can LITC help?

LITC provides free legal representations and consultations for tax cases with IRS and California income tax cases. We can assist you in all stages of your case, including to check your tax debt, appeals, court representation and tax audits. All inquiries are strictly confidential. Who is Eligible to Receive LITC service?

  1. Total Tax Debt less than $50,000
  2. Your annual gross income is under:
    • Family Size: 1, Household Income $37,650
    • Family Size: 2, Household Income $51,100
    • Family Size: 3, Household Income $64,550
    • Family Size: 4, Household Income $78,000
    • For each person, add $13,450

Before you come, please gather the followings:

  1. Income record; (Recent pay stub, tax returns, etc)
  2. Social Security Card & ID/Drivers License
  3. Tax Notice; letters from tax departments, court orders;
  4. Any related documents.
